Executive Branch
The executive branch consists of the executive cabinet and the National Council of Ministers
President of the Republic
The President of the Republic is the head of state and government and represents the people's will and the state's authority. The president is elected for a five year term, renewable for one term only.
The Council of Ministers
The President forms the council after consultations with the executive cabinet. The council assumes the following tasks: planning State matters, introduction of draft laws, the national budget, and international treaties and agreements. It also oversees and revises the performance of the State's various administrative units.
" President Omar Hassan Ahmed Al-Bashir is also the Prime Minister assisted by the Vice -President of the Republic.
Legislative Branch: The national legislative authority consists of two councils:

  • The National Assembly
  • The Council of States

(1) The Sudanese Parliament (The National Assembly)

  • 354 seats
  • 60% of members are elected through geographical constituencies
  • 15% of members are elected through a proportional representation list
  • 25 % of its seats are allocated for women through a proportional representation list (quota)

- The same system applies to states' legislative bodies
(2) The Council of States

  • 34 seats
  • It consists of two representatives from each state, elected by the state's legislative council (state parliament)

The Constitutional Court
Established by the constitution and is comprised of nine justices. It functions independently from the legislative and executive powers. The court's mission is to protect the constitution and human rights, public freedoms, settlement of constitutional disputes that may arise between all levels of government and the jurisdiction to challenge the President of the Republic, his deputy, and head of the national legislative authority and judges of the Supreme Court.
The Judicial Branch
The judicial branch is independent from the executive and legislative branches. It is also financially and administratively independent. Chief Justice in the republic is the head of the judicial authority and head of the National Supreme Court.

  • Sudan's judicial system was established in 1899
  • First Chief Justice was Edgar Lonham Carter from 1899 to 1917
  • The headquarters of the judiciary in Khartoum was established in 1908
  • The National Supreme Court: comprised of 70 justices. It takes its decisions by majority vote and its rulings are irreversible.
  • Court of Appeals: has 130 judges distributed in various states.
  • Public Courts: a one- judge court. There are 133 public courts in the country.
  • District Courts: (third, second and first grade) these are courts of first instance. There are 397 such courts in the country.
  • Town and Rural Courts: these are popular courts administered by citizens with good reputation and prominent society figures. There are 1062 courts of this kind in the country.

Elections

  • Conducted every five years. Includes the election of the president, the federal parliaments, state parliaments and state governors
  • The first parliamentary elections in Sudan were held in 1953
  • Last elections were organized from April 1st - 8th 2010. Next elections are scheduled for 2015.

Elections Results
Announced by the National Election Commission, an independent body comprised of highly qualified and neutral members who have no affiliation with any political party. They are chosen to represent various fields.
Functions of the National Election Commission

  • Preparing the general election, register and revising it on an annual basis
  • Organizing presidential, parliamentary, national and state elections
